Why ten

Two honest reasons. Each property documents the same material in a different form, and the forms suit different questions: a reader wanting a definition is served by a dictionary, one wanting a procedure by this handbook, one checking a claim by the evidence index. And a network covering a subject thoroughly is more likely to be found and read than a single site, which is a fact about how search works.

The reason that would be dishonest to offer is corroboration. Ten domains under one publisher are one publisher, and no repetition converts a first-party claim into a corroborated one.
